State of New York — Congestion Pricing

Congestion pricing in New York City was set to be the first of its kind in the United States, aiming to reduce traffic in the most congested areas of Manhattan and generate revenue for public transit improvements.

Cities like London, Stockholm, and Singapore have implemented similar systems which have reduced traffic up to 30%, improved public transportation systems and increased cleaner air quality.

Despite the positive aspects that congestion pricing promised, including more funds for an ailing public transportation system, it was met with fierce opposition — including New York Governor Kathy Hochul who in June announced an “indefinite pause” on the program. Join Tom Wright, President and Chief Executive Officer of Regional Plan Association, for a conversation on what’s next for congestion pricing in NYC.

Tom Wright is president and chief executive officer of Regional Plan Association (RPA), the nation’s oldest independent metropolitan research, planning and advocacy organization. A private, non-profit corporation, RPA improves the prosperity, infrastructure, sustainability, health and quality of life of the New York-New Jersey-Connecticut metropolitan region by researching and preparing long-range plans and advocating for their implementation.

As president, Tom led the production of RPA’s landmark Fourth Regional Plan, released in 2017, which proposed 61 recommendations to reform public institutions; modernize transportation systems; tackle the challenge of climate change; and provide affordable and livable communities for all the region’s residents. RPA is now working to implement the major ideas in the plan, such as charging all drivers to enter the Manhattan CBD; cutting carbon emissions and scaling up renewable energy sources; creating healthy, affordable housing in every community; modernizing the NYC subways; and building a new commuter rail tunnel under the Hudson River connected to a renovated and expanded Penn Station.

Tom is a frequent public speaker and commentator on regional governance, economic growth and development, transit investments, and other policy issues. Prior to being named RPA’s president in 2015, Tom was RPA’s executive director. In his 20+ years with the organization, Tom has participated in many key RPA initiatives, including the historic Civic Alliance to Rebuild Downtown New York following the Sept. 11, 2001, attacks; the campaign to create a mixed-use district at Manhattan’s Hudson Yards; the protection of the New Jersey Highlands; a vision plan for the City of Newark and The Constant Future, a public exhibition in Grand Central Terminal’s Vanderbilt Hall which celebrated RPA’s Centennial. Tom was also in charge of producing A Region at Risk, RPA’s third plan published in 1996.

Previously, Tom was deputy executive director of the 2001 New Jersey Office of State Planning, where he coordinated production of the New Jersey State Development and Redevelopment Plan.

In January, 2020, Governor Phil Murphy appointed Tom as the Chairman of the New Jersey State Planning Commission. A visiting lecturer at the Columbia University Graduate School of Architecture, Planning and Preservation, Tom has a master’s in urban planning from Columbia University and a bachelor’s in history and a certificate in American Studies from Princeton University.

Seth Pinsky

Seth Pinsky is CEO of The 92nd Street Y, New York (92NY). At 92NY, Pinsky has developed an action plan for 92NY heading into its 150th anniversary, which includes a comprehensive upgrade of its Manhattan home begun this year. Since helping to steer 92NY through the COVID pandemic, Pinsky has overseen a major rebranding of the organization, as well as an aggressive move online, which has now attracted a global audience to 92NY’s programming.

Previously, Pinsky was an EVP at RXR Realty, where he led RXR’s efforts to invest in “emerging opportunities” in the New York region. Earlier, Pinsky oversaw the development of Mayor Bloomberg’s $20 billion plan to protect New York from climate change impacts and, from 2008 to 2013, was President of the New York City Economic Development Corporation.

Pinsky started his career as an associate at Cleary, Gottlieb, Steen & Hamilton and analyst at James D. Wolfensohn Inc. He graduated from Columbia College and Harvard Law.

Errol Louis is the Political Anchor of Spectrum News NY1, where he hosts Inside City Hall, a nightly primetime show about New York City politics.

As part of the show, he interviews top political and cultural leaders, including an exclusive weekly one-on-one conversation with Mayor Bill de Blasio. Louis has also conducted interviews with ex-mayors David Dinkins, Rudy Giuliani and Mike Bloomberg; Gov. Andrew Cuomo and ex-governors George Pataki, Eliot Spitzer and David Paterson; dozens of city, state and federal officials, and presidential candidates including John Kasich, Jill Stein, Gary Johnson, Hillary Clinton and Donald Trump.

Louis has moderated more than two dozen debates between candidates for mayor, public advocate, city and state comptroller, state Attorney General and U.S. Senate. In 2016, he was a questioner in the final presidential debate between Hillary Clinton and Bernie Sanders.

In addition to political leaders, Louis has interviewed iconic cultural figures including filmmaker Ken Burns, activist Gloria Steinem, and authors Robert Caro and Gay Talese.

Louis was recently ranked #40 on the list of the 100 most powerful people in New York City politics. He is an adjunct professor of Urban Reporting at the CUNY Graduate School of Journalism, where he has taught political and investigative reporting to more than 100 graduate students. He is co-editor of Deadline Artists, a two-volume anthology of America’s greatest newspaper columns published in October 2011.

Prior to joining Spectrum News NY1, Louis was a Daily News opinion journalist from 2004 to 2010, writing a regular column and serving on the paper’s editorial board. He also hosted a weekday talk show on AM1600 WWRL, where he was twice named one of the “Heavy 100” top talk show hosts in America by Talkers Magazine, the bible of the news/talk radio industry. In 2010, he was named the city’s Best Columnist & Radio Show Host by the Village Voice.

A graduate of New Rochelle High School, Louis attended Harvard College, where he graduated with a B.A. in Government. He also earned an M.A. in Political Science from Yale University and a J.D. from Brooklyn Law School.

Louis lives in Brooklyn with his wife, Juanita Scarlett, and their son.
