Former New York Governor Mario Cuomo was the longest-serving Democratic governor of New York in modern history. He twice set records for the highest popular vote total in a New York State election. Since leaving office, he has become a speaker and writer, reminding audiences about their legacy as Americans and discussing his commitment to social responsibility.

Cuomo brought his hopes and dreams for this country on the eve of a presidential election year. In this clip, with his passion on full display, he talks about declarations of war, Presidential powers and the Constitution.
