Max Stier

Max Stier is the founding president and CEO of the Partnership for Public Service. At the Partnership, he oversees efforts to provide data, insights and recommendations to the executive and legislative branches, create and deliver programs for federal leaders at all levels, strengthen and support the federal workforce, and build connections among the public, private and charitable sectors.

A former public servant in all three branches of government and a member of the Inaugural Advisory Council of the National Institute of Social Sciences, Max has authored more than 100 opinion pieces, is routinely called upon to testify on major issues before Congress and has been cited in outlets such as The Washington Post, The New York Times and The Wall Street Journal. He was also featured in Michael Lewis’ bestselling book, The Fifth Risk, and has been named “Washingtonian of the Year” by Washingtonian Magazine — an award recognizing “people who make our region better.”

Before coming to the Partnership, Max worked on the personal staff of Rep. Jim Leach, as a clerk for Chief Judge James Oakes of the United States Court of Appeals for the Second Circuit and for Justice David Souter of the U.S. Supreme Court. He also served as special litigation counsel to Assistant Attorney General Anne Bingaman at the Department of Justice. In 1995, he joined the law firm of Williams & Connolly, where he practiced primarily in the area of white-collar defense. In his most recent federal role, he served as the deputy general counsel for litigation at the Department of Housing and Urban Development.

A professor and scholar specializing in modern American political and intellectual history, Ellen Fitzpatrick is the author and editor of eight books, including The Highest Glass Ceiling: Women’s Quest for the American Presidency (Harvard University Press, 2016), the New York Times bestselling, Letters to Jackie: Condolences from a Grieving Nation (Ecco, 2010); History’s Memory: Writing America’s Past, 1880-1980 (Harvard University Press, 2002); America in Modern Times, co-authored with Alan Brinkley (McGraw Hill, 1997); Endless Crusade: Women Social Scientists and Progressive Reform (Oxford University Press, 1990), an updated edition of Eleanor Flexner’s classic study of the women’s rights movement, Century of Struggle (Harvard University Press, 1996) as well as many articles and reviews. Letters to Jackie became the basis for a 2014 documentary film by Bill Couturié entitled Letters to Jackie: Remembering President Kennedy for which Fitzpatrick served as Associate Producer. The Highest Glass Ceiling was selected as a 2016 “Editor’s Choice” by the New York Times, and a notable nonfiction book of 2016 by the Washington Post. It was also excerpted in The New Yorker. Fitzpatrick, who holds a PhD in History from Brandeis University, is Professor of History, Emerita at the University of New Hampshire and has taught previously at Harvard University, M.I.T. and Wellesley College. She has appeared as a commentator on PBS’ The News Hour and has been interviewed as an expert on modern American political history by numerous print media outlets including The Atlantic, The New York Times, The Wall Street Journal, The Los Angeles Times, Newsday, USA Today, the Atlanta Journal and Constitution, The Boston Globe, and the Washington Post. She has done radio and television interviews for CNN, Face the Nation, ABC, NBC, MSNBC, CBS, National Public Radio, the BBC and WGBH-Public Television in Boston among others. The recipient of many grants in aid of her research, including support from the Woodrow Wilson National Fellowship Foundation, the Ford Foundation, the Spencer Foundation, Rockefeller University and Harvard University, Fitzpatrick has also held fellowships from the Charles Warren Center for the Study of American History at Harvard University (twice), the Andrew W. Mellon Foundation and the Radcliffe Institute for Advanced Study. She is the recipient of the University of New Hampshire’s Award for Excellence in Public Service, the 2017 Lindberg Award for the outstanding teacher-scholar in the College of Liberal Arts and the 2021 Jean C. Brierley Award for Excellence in Teaching, University Wide.

Laura Barrón-López is the White House Correspondent for the PBS News Hour, where she covers the Biden administration and the incoming Trump administration for the nightly news broadcast. She is also a CNN political analyst.

Barrón-López was part of the News Hour team honored with a Peabody Award in 2024 for its coverage of the Israel-Hamas war.

Previously, Barrón-López was a White House reporter for POLITICO. In her time covering the Biden administration for POLITICO, she focused on the power dynamics between the White House and Capitol Hill, covering the president's agenda on gun violence, immigration, voting rights, infrastructure and more. Barrón-López previously covered the 2020 presidential election for POLITICO as a national political reporter, focusing on voter demographics, and policy shifts within the Democratic Party.

Barrón-López previously led 2018 coverage of the Democratic Party for the Washington Examiner. Before that, Barrón-López covered Congress for HuffPost, focusing on climate change, criminal justice reform, and coal miner pensions, among other policy debates in the Senate and House.

Early in her career, she covered energy and environment policy for The Hill. Her work has been published in The Oregonian, OC Register, E&E Publishing, and Roll Call. Barrón-López earned a bachelor's degree from California State University, Fullerton.
